Joyce Chitsulo is the first female Member of Parliament for Mwanza West Constituency and current Chairperson of the Public Appointments Committee of Malawi Parliament and Chairperson for the Monitoring Committee of the Office of the Director of Public Officers Declaration. She is also a Member of Parliamentary Women Caucus and a Member of the Media, Communication and Information Committee of Malawi Parliament . She is also the overall Chairperson of all Chairpersons in Malawi Parliament
As a Public Appointments committee Chairperson, she has made sure that the Government appoints Qualified personnel in public offices while ensuring that the Law is adhered to.
Before joining politics, she worked in various Non Governmental Organisations working on promoting women and girls education, gender, HIV/Aids and youth empowerment, in various capacities
She worked as a Gender Officer and later acted as the National Coordinator for Forum for African Women Educationalists in Malawi (FAWEMA), worked as a Programme Coordinator for Teacher Education in Sub Saharan Africa Project (TESSA) in partnership with the Open University UK and worked as an Assistant Programme Officer for the World University Service of Canada (WUSC) Student Refugee Programme
. Before joining the NGO sector, she worked as a teacher in various secondary schools in Malawi.
She brings to Mwanza West Constituency her experience in women and girls empowerment and community development in general
